Yes a calling card will be alot cheaper. you may need to call your cell phone provider and ask if they can add the service to your phone. Alot of them will allow it.
Your cell phone contract probably does not allow for acceptance of collect calls. Watch out because those collect calls from jails cost an OUTRAGEOUS amount of money, usually between five and ten bucks per call. It's a racket. Most people in jail have nothing better to do and they will call and call and call and it adds up fast!
Well, that depends on what jail you're talking about. We don't actually have a band of psychics on call to tell us what county your boyfriend is locked up in.

Most jails have a private phone company that requires collect calls, and most cell phones do not allow collect calls.
Talk to the people at that jail to find out their policy on phone calls.
