If my PayPal balance is $0.00 but I have plenty of money in the bank account that is for my PayPal account, can I buy things with it?

    Yes, your PayPal account is linked to either a bank account, credit card or both. If the bank account that you are linked to has funds then you can go ahead and use paypal to make your purchase.
