is lake calabasas open to public?

I wanted to go fishing there.. but I hear access is only granted to those who live there. am I allowed to fishing there? do I have to rent a boat or can I cast from the pier? details please?

Update:

Sorry its probably in the wrong section but I can't use fishing anymore for questions.. the past 3 questions I asked on that section werent posted and just took my points for some reason it looks like it is but isnt appearing in the questions and no one is answering them.. which means they werent posted... this is the closest section I can find related to the question
